Hebert Launches Bid To Oust Rep. Gatch

Sally Hebert, former Clerk to Dorchester County Council, filed today to run as a Democrat, seeking to flip State House District 94. Democrats need to flip six seats to break the Republican super majority in the South Carolina House.

“The issues working families care about are being ignored by Rep. Gil Gatch,” Hebert said. “Instead our Representative is part of the lawyer-legislator class of politicians, cashing in on public service by keeping bad guys out of court and out of jail.” 

Criminal defense lawyer-legislators like Gatch have been able to elect the judges they appear before. Gatch enjoys broad “legislative protection” from January to August, keeping him out of court, and his clients out of jail. Gatch, first elected in 2020, has never had a competitive general election and did not have an opponent in 2024. That changes today.

“Culture wars and corruption are keeping Columbia from improving infrastructure, expanding access to healthcare and fully funding our public schools across the state,” Hebert said. “I invite reasonable people in District 94 to vote for me, whether you are a Democrat, Republican or Independent.”

Hebert graduated in 1991 from Appalachian State University in Boone, NC, with a B.A. in political science. Her first career was as a newspaper reporter, covering local government and business.

She moved to Charleston in 1995 and served as the last civilian Deputy Public Affairs Officer for COMNAVBASE Charleston. She moved to Summerville in 1999 when she married her husband, Kurt. They have one adult son, Andrew.

Hebert was honored to work for Dorchester County Council from 2011-2016. She currently works as a substitute teacher in Dorchester School District Two, supporting the transformative work of public school teachers and staff.

“I believe my professional and family experiences have prepared me to fight for District 94 residents in the legislature,” Hebert said. “If elected, I won’t monetize my public service to build a law practice or become distracted by culture wars.”

House District 94 lies primarily in Dorchester County with a portion in neighboring Charleston County.
